Looks like it was shot in Brazil, Guyana or Venezuela. Notice the tepuyes that are common in this area.

Bowie also "discovered" 19 year old Luther Vandross in Philadelphia. Luther came up with the chorus to the hit Young Americans. Bowie took him on tour even though Bowie's manager objected saying he was too fat and that was not the image he wanted for the band.
